CIPFA: Leading in Hard Times

This CIPFA publication, launched in June 2010, poses new challenges. Effective leaders will need to have a clear picture of the journey organisations will travel over the next few years and the nature of the organisations and services which will emerge when a ‘post-rebalancing’ destination is reached.

For those in leadership positions this is an agenda that poses a unique blend of challenges. Leaders will have to navigate high levels of uncertainty and anxiety, listening and engaging with the views of the public, service users, staff, partners and other stakeholders, and charting a way forward which is in the public interest.

Place-based leadership

The Society of Local Authority Chief Executives (SOLACE), and others have collaborated with researchers in the Cities Research Centre at the University of the West of England to shape a new study to provide 'International Insights on Civic Leadership and Public Sector Innovation'. This report looks at 'place-based' leadership and how to improve approaches to civic leadership and public service innovation in the UK.




New code of conduct for local authority members: May 2007

From 3 May 2007, councils were given six months to adopt the new code of conduct for local authority members. The revised version provides a clearer, simpler and more proportionate code of conduct for local government members, and amends the rules on personal and prejudicial interest. It also removes barriers to councillors being able to speak as advocates for, and leaders of, their local communities, and the public bodies on which they serve.
