Hot topics: Putting the Frontline First

The end of 2009 saw the Treasury publishing three notable documents detailing plans to address the fiscal deficit. Putting the frontline first: smarter government, Benchmarking the back office: central governmen (PDF file, 62 pages, 1.7 MB) and the 2009 Pre-budget report (PDF file, 216 pages, 3.8 MB), all set out to increase efficiency, while improving public services.

Putting the frontline first outlined the government’s plans for tackling the financial challenges of the next decade. It set out objectives for government:

  • to drive up standards by strengthening the role of citizens and civic society – through the creation of open and accountable public services
  • to free up public services by recasting the relationship between the centre and the frontline – through devolved decision making
  • to streamline the centre of government, saving through sharper delivery – through a renewed focus on value for money
